Your Duties and Documents
Holding a licence brings duties that begin before you turn the key. The RA law sets these out, and the exam asks who is responsible for what.
What must I carry?
Section titled “What must I carry?”Under Article 24 of the RA law, the driver of a mechanical vehicle must have, and present for checking:
- The driving licence for that category of vehicle.
- The vehicle’s registration documents.
Common trap: You don’t need a power of attorney to drive someone else’s vehicle. The law in force doesn’t require one, so “all the listed documents” is wrong.
What must I check before moving off?
Section titled “What must I check before moving off?”1: the braking system. 2: the steering control. 3: the remaining tyre tread height, which must meet the established norms.
The law requires all three, not just the brakes and steering.
Extra: A one-minute walk around the car
Not from the question bank.
Before you get in, walk once around the car. Look for soft or damaged tyres and for fresh leaks underneath, and check that the lights and windows are clean. As you move off, press the brake gently to feel that it responds.
Who keeps the vehicle in good condition?
Section titled “Who keeps the vehicle in good condition?”The owner or user of the vehicle, under Article 14. Not the seller, and not the organisation that did the last technical inspection.
How soon must I register a vehicle I bought?
Section titled “How soon must I register a vehicle I bought?”Within 15 days. Under Article 13, you present the vehicle to the Road Police bodies for state registration within 15 days of the day you acquire it, counted from the day the transaction is signed.
When must I lend my vehicle?
Section titled “When must I lend my vehicle?”You must provide it, for the purpose of assistance:
- To police officers, to take people who need urgent medical aid to a medical institution.
- To medical workers travelling in the same direction to give medical aid, with your consent.
What else does Article 24 ask?
Section titled “What else does Article 24 ask?”These come up again later in the book:
- If you are involved in an accident, stop at once, switch on the hazard warning lights, and don’t move anything connected with the accident.
- A learner at the wheel must wear a seat belt.
- On a motorcycle, moped or bicycle on the carriageway, wear a fastened helmet.
Try it yourself
Section titled “Try it yourself”You borrow a friend’s car and an officer asks for your papers. What do you show? Your licence and the car’s registration documents. You need no power of attorney.
Key points
Section titled “Key points”- Carry your licence and the registration documents.
- Before moving off, check the brakes, the steering and the tyre tread.
- The owner or user answers for the vehicle’s technical condition.
- Register a vehicle within 15 days.
- Provide your vehicle to police for urgent medical cases, and to medical workers with your consent.
Practice questions
Section titled “Practice questions”Question 160. According to the RA law “On ensuring road traffic safety”, within what period from the day of acquiring a vehicle must it be presented for state registration to the Road Police bodies?
- Within 15 days.
- Within 10 days.
- Within 20 days.
Show answer
Correct: 1. Within 15 days.
Under Article 13 of the RA law “On ensuring road traffic safety”, the ownership right arising from a transaction involving a vehicle must be presented for state registration to the Road Police bodies within 15 days of the day the transaction is signed. That is why the answer is “Within 15 days.” Neither “Within 10 days.” nor “Within 20 days.” is a period the law sets.
Question 161. According to the RA law “On ensuring road traffic safety”, responsibility for keeping a vehicle participating in road traffic in technically sound condition is borne by:
- The owner or user of the vehicle.
- The organisation that sold the vehicle.
- The organisation that carried out the vehicle’s last annual technical inspection.
- All the listed persons and organisations.
Show answer
Correct: 1. The owner or user of the vehicle.
Under Article 14 of the RA law “On ensuring road traffic safety”, responsibility for keeping a vehicle that takes part in road traffic in technically sound condition is borne by the vehicle’s owner or the person using it. That is why the answer is “The owner or user of the vehicle.” The law places this duty on the owner or user and on nobody else, so “The organisation that sold the vehicle.”, “The organisation that carried out the vehicle’s last annual technical inspection.” and “All the listed persons and organisations.” are wrong.
Question 162. According to the RA law “On ensuring road traffic safety”, before starting to move the driver of a vehicle is obliged to check:
- The soundness of the braking system and the steering control.
- The conformity of the residual height of the tyre tread pattern to the established norms.
- All of the listed.
Show answer
Correct: 3. All of the listed.
Under Article 24 of the RA law “On ensuring road traffic safety”, before starting to move the driver must check both the soundness of the braking system and the steering control and the conformity of the residual height of the tyre tread pattern to the established norms. Because the law requires both checks, neither “The soundness of the braking system and the steering control.” nor “The conformity of the residual height of the tyre tread pattern to the established norms.” is a complete answer on its own, and the answer is “All of the listed.”
Question 163. According to the RA law “On ensuring road traffic safety”, the driver of a vehicle is obliged to provide the vehicle for the purpose of assistance:
- To police officers, for transporting persons in need of urgent medical aid to a medical institution.
- To medical workers who are travelling in the same direction to provide medical aid (with the driver’s consent).
- In both cases.
Show answer
Correct: 3. In both cases.
Under Article 24 of the RA law “On ensuring road traffic safety”, the driver must provide the vehicle for the purpose of assistance both to police officers, for transporting persons in need of urgent medical aid to a medical institution, and to medical workers who are travelling in the same direction to provide medical aid (with the driver’s consent). Both situations are written into the same duty, so the answer is “In both cases.”
Question 165. According to the RA law “On ensuring road traffic safety”, the driver of a mechanical vehicle is obliged to have with him:
- The driving licence for driving a vehicle of the given category and the vehicle’s registration documents.
- A power of attorney, in the case of driving a vehicle belonging to another person.
- All the listed documents.
Show answer
Correct: 1. The driving licence for driving a vehicle of the given category and the vehicle’s registration documents.
Under Article 24 of the RA law “On ensuring road traffic safety”, the driver of a mechanical vehicle must carry, and present for checking, the driving licence for driving a vehicle of the given category together with the vehicle’s registration documents. That is exactly why the answer is “The driving licence for driving a vehicle of the given category and the vehicle’s registration documents.” The law in force sets no requirement to carry a power of attorney when driving a vehicle belonging to another person, so both “A power of attorney, in the case of driving a vehicle belonging to another person.” and “All the listed documents.” are wrong.
